Nova Public Schools Mull Over Closing On Minority Holidays
Prince William County Public Schools Superintendent Dr. LaTanya D. McDade shared PWCS’s proposed fiscal year 2023 budget. The budget provides $61 million to provide teachers and staff with a 4.2 percent cost-of-living adjustment and one-step raise, resulting in In a 7 percent average salary increase for most employees.
“We began our budget process with a commitment to align with the priorities and outcomes outlined in this year’s launch of PWCS Vision 2025, the strategic plan for development,” said Superintendent McDade. “As a result, I am pleased to share that the CEO’s budget for fiscal year 2023 includes significant investments to support our classrooms and students.”
The budget includes an additional $20 million for market-based improvements to pay balance for certified/instructional and classified employees. As a result of these adjustments, PWCS salaries will be more competitive. These increases are primarily aimed at the early and mid-career stages of our scale, where PWCS has the least parity with other school divisions competing for talent. Thus, some teaching and certified staff will receive raises above 7 percent.

In total, the budget will provide nearly $10 million in additional special education resources. This includes adding 100 full-time special education assistants who will provide much-needed support to the most vulnerable students. In addition, the budget provides for the hiring of 13 assistant technology specialists. These experts are critical to supporting student voice and participation in the classroom.
The proposal also includes the addition of 88 full-time kindergarten aides to support the critical development of early learners. To support families, the budget includes 35 parent liaisons, with a long-term goal of at least one in every school in the next four years. The budget also includes support for five additional social work positions and additional language translations. In addition, 15 career counselors will be added to the budget to support students and families with post-secondary planning, career and technical education opportunities.
Having safe and sound schools is key. In support of this, the budget proposes to hire 29 security specialists, as well as upgrade the infrastructure of cameras and emergency systems. This will also include the recruitment of 14 additional nurses to further strengthen this important role and reduce the high student/nurse ratio.

PWCS’ total operating income for fiscal year 2023 will increase by approximately $173.1 million, or 14.1 percent, compared to fiscal year 2022. Prince William County’s PWCS operating fund revenue will be approximately $50.6 million more than in fiscal year 2022 , an increase of 9.2 percent. State revenue will be $121.6 million more than in fiscal year 2022, an increase of 19.9 percent.
The proposal also includes funding for the PWCS Capital Improvement Program (CIP), which targets the need for new facilities and additions to address growth. CIP also funds several reconstruction projects and advances the sustainability goals of PWCS.
The budget will finance the necessary resources at central level to enable schools to function effectively and efficiently to promote learning progress. As the largest employer in Prince William County, recruiting, onboarding and maintaining employees requires sufficient human resources, finance and support staff to provide timely and systematic support.

There are many opportunities for stakeholders to hear more about the proposed budget and provide feedback. The school board has scheduled a public meeting on February 7, a public hearing on February 16 and two work sessions. The school board will consider approving the budget on March 16. The county board of supervisors will review the budget by May 1.
